Health production is not an ordinary production. Indeed, health is not a classic output, the way to produce or maximize it is not common and the way to measure it neither. This is why the public good problematic can interfer in the sphere of health economics and provoke an other market failure. Thus, “Everyone has the right to a standard of living adequate for the health of himself and of his family, including food, housing, and medical care and necessary social services,” states Article 25.1 of the Universal Declaration of Human Rights.
